The opening essay by peace activist Noam Shuster-Eliassi, argues that the traditional Israeli peace camp needs to break out of its comfort zone and reach out into new communities such as the\u00a0ultra-Orthodox, National-Religious,\u00a0Russian Israelis and Palestinian Israelis.\u00a0The second part of the report examines the work of a number of\u00a0successful\u00a0grassroots organisations engaging in peacemaking and asks what they need to\u00a0expand\u00a0their work, among them is WWP.<\/p>\n<p><a href=\"http:\/\/www.bicom.org.uk\/analysis\/bicom-briefing-oslos-25th-anniversary-rebuilding-israeli-peace-camp\/\" target=\"_blank\" rel=\"noopener\">Read the full report<\/a><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Case study 2 | Women Wage Peace<\/strong><br \/>\n(WWP): Working to put women at the forefront of politics and national security<\/p>\n<p><em><strong>What do you do and what are the achievements of your work to date?<\/strong><\/em><br \/>\nOur goal is to reach an honourable and bilaterally acceptable political agreement to<br \/>\nthe Israeli-Palestinian conflict. We focus on three objectives: to increase our numbers<br \/>\nthrough reaching as diverse a group of women as possible; to pressure our elected leaders to<br \/>\nprioritise diplomacy over military options; and to increase women\u2019s participation in all aspects of<br \/>\nnational security and peacemaking, as mandated by <strong>UN Security Council Resolution 1325<\/strong> \u2013 to<br \/>\nwhich Israel was an early signatory in 2005.<\/p>\n<p><img fetchpriority=\"high\" class=\"size-medium wp-image-6299 alignleft\" src=\"http:\/\/womenwagepeace.org.il\/en\/wp-content\/uploads\/qasr11-shay-brown-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><br \/>\nWhile we are political, we remain <strong>nonpartisan, unaffiliated<\/strong>, and by design, <strong>uncommitted to any<\/strong><br \/>\n<strong>particular peace plan<\/strong>, thus enabling us to reach out to a diverse population of women \u2013 R<strong>ight,<\/strong><br \/>\n<strong>Centre, Left, religious and secular, Jewish and Arab<\/strong> \u2013 in at least 85 different geographical<br \/>\nregions throughout Israel, including the Palestinian territories.<br \/>\nWhat first comes to mind in terms of those activities we feel have been most impactful,<br \/>\nare our two mass marches: the 2016 <strong>March of Hope<\/strong>, which drew 30,000; and the 2017<br \/>\n<strong>Journey to Peace<\/strong>, which drew even larger crowds over two weeks, including 3,000 Palestinian women from the West Bank. Both these activities far exceeded our expectations in<br \/>\nterms of attendance (including the participation of Palestinian women at a time of increased<br \/>\nviolence), domestic and international media exposure, and an increase in our membership.<br \/>\nThis year, the first of four integrated activities has already proven successful beyond anyone\u2019s<br \/>\nexpectation. What we call the<strong> Mothers\u2019 Tent<\/strong> (which we named in part to honour our<br \/>\npredecessors, the <strong>Four Mothers movement<\/strong>, [an Israeli protest movement founded in 1997 by four<br \/>\nmothers of soldiers serving in southern Lebanon which pushed for an Israeli withdrawal]) is a<br \/>\n\u201csoft place for round discussions\u201d as one of our members aptly put it. It was pitched in<br \/>\nthe Wohl Rose Garden opposite the Knesset at the opening of the legislature\u2019s summer<br \/>\nsession. Our skepticism about its somewhat out-of-the-way location gave way during its<br \/>\nfirst week of operation. From 9 May until 20 June we had over 6,000 visitors including<br \/>\nMembers of Knesset, school children and their teachers, tourists visiting the Knesset, as well<br \/>\nas ordinary people and distinguished leaders from all over the country and abroad. In fact, a<br \/>\nnumber of religious youth groups were actually meeting Arab women for the very first time in<br \/>\nthe Mothers\u2019 Tent. This pop-up project has also dovetailed nicely with our weekly presence in<br \/>\nthe Knesset plenum and our consistent presence in relevant Knesset committee meetings.<br \/>\nThrough all three of these endeavours, we have established high visibility in a relatively short<br \/>\ntime and, several MKs have already returned the word \u201chope\u201d and the notion that \u201c<strong>peace is<\/strong><br \/>\n<strong>possible<\/strong>\u201d to the political arena<img class=\"size-medium wp-image-7445 alignright\" src=\"http:\/\/womenwagepeace.org.il\/en\/wp-content\/uploads\/Yuli-Edelstein-knesset-chairman-and-the-call-for-peace-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" \/><\/p>\n<p><strong>What are the greatest barriers to implementing your goals?<\/strong><br \/>\nWe cannot implement major projects without raising a large amount of money. Yet, given our<br \/>\ninnovative, non-protest-oriented, non-hierarchical approach, we can never be sure in the planning<br \/>\nstages if we\u2019re going to succeed. All non-profits are limited in their risk-taking and WWP is also<br \/>\na volunteer movement, which further limits our fundraising capacity since we are dependent<br \/>\non members finding the time and sometimes resources to reach out to their contacts. We<br \/>\nare always pleased to share that half of our funding comes from Israel and half from abroad,<br \/>\nreflecting a very high ratio of domestic giving.<br \/>\nIn order to remain politically non-affiliated, we do not solicit funds from foreign governments or<br \/>\npolitically-identified foundations or other groups.<\/p>\n<p>Another challenge is one of perception. We are a movement that draws women from the<br \/>\nLeft, Right and Centre. Yet part of our challenge is that peace is associated with the Left while<br \/>\nsecurity is associated with the Right. We are working to change the paradigm and create<br \/>\nan inclusive culture of discourse that respects people from across the religious or political<br \/>\nspectrum. We also face challenges with trying to increase our membership is dealing with the<br \/>\nsense of despair and a lack of belief that change is possible.<img class=\"size-medium wp-image-7837 alignleft\" src=\"http:\/\/womenwagepeace.org.il\/en\/wp-content\/uploads\/ohel-discussion-1-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" \/><\/p>\n<p>We are criticised, sometimes strongly, by the Left because we do not condemn or even speak<br \/>\nabout the occupation as such. Instead we use a different language, one based on the principle of<br \/>\n\u201c<strong>no shaming and no blaming<\/strong>.\u201d We have friends who say they will not join WWP until we call<br \/>\nout the occupation. Our response is that by falling into the trap of a 51-year-old zero-sum<br \/>\nmentality that relies on binaries such as usversus-them and peace-versus-security, as well<br \/>\nas on language such as \u201cthere\u2019s no partner for peace on the other side\u201d, all of which have split<br \/>\nthe country, we are in fact preventing progress from being made to resolve the conflict, which<br \/>\nby definition will end occupation. We, the 40,000 members of WWP, understand that we have to<br \/>\nbreak this ineffective paradigm and its binary language and that it can only be done effectively<br \/>\nwith the support of a critical mass of Israelis. To reach that critical mass, we speak of the intrinsic<br \/>\nand existential needs of all people for freedom, dignity, and opportunity, without saying that the<br \/>\noccupation is preventing that from happening.<\/p>\n<p><strong>How do you scale up?
