A central challenge is the lack of evidence-based knowledge on the precise role and impact of women\u2019s inclusion on peace processes. When women have been included in the past, it was mainly due to normative pressure applied by women\u2019s groups and their international supporters.<\/p>\n<p>The results of the \u201cB<strong>roadening Participation in Political Negotiations and Implementation\u201d project<\/strong>\u2014an ongoing multi-year research project started in 2011 at the Graduate Institute of International and Development Studies in Geneva, Switzerland, under the leadership of Dr. Thania Paffenholz\u2014 address these empirical knowledge gaps. Comprised of 40 in-depth qualitative case studies, this project examines the role and impact of all actors and groups\u2014 in addition to the main conflict parties\u2014included in peace and political transition processes throughout all phases, including post-agreement implementation.<\/p>\n<p>The objective of this report is to present an analysis of women\u2019s inclusion distilled from the larger \u201cBroadening Participation\u201d research project to date, in order to provide UN Women (and other organizations studying women\u2019s inclusion) with direct comparative evidence on women\u2019s influence in previous cases of peace processes since the 1990s. For the purpose of the research, \u2018women\u2019 were defined as organized groups (such as women\u2019s delegations and women\u2019s civil society organizations, networks, or coalitions) participating alongside other actors, such as civil society, political parties, or previously-sidelined armed groups.<\/p>\n<p><strong>KEY FINDINGS<\/strong><\/p>\n<p>Essentially, the research found that the direct inclusion of women does not per se increase the likelihood that more peace agreements are signed and implemented. What makes a difference is the influence women actually have on a process. In short, <strong>making women\u2019s participation count is more important than merely counting the number of women included in peace processes<\/strong>.<\/p>\n<ul>\n<li>Six key findings reinforcing this general conclusion are highlighted below:<\/li>\n<li><\/li>\n<li>* Women have made substantial contributions to peacemaking and constitution-making negotiations<\/li>\n<li>and to the implementation of final agreements.<\/li>\n<li><\/li>\n<li>* The strength of women\u2019s influence is positively correlated with agreements being reached and implemented.<\/li>\n<li><\/li>\n<li>* The involvement of women does not weaken peace processes.<\/li>\n<li><\/li>\n<li>* Women\u2019s inclusion is not limited to direct participation at the negotiation table.<\/li>\n<li><\/li>\n<li>Seven modalities of inclusion were identified:<\/li>\n<li>\u2022 Direct representation at the negotiation table<\/li>\n<li>\u2022 Observer status<\/li>\n<li>\u2022 Consultations<\/li>\n<li>\u2022 Inclusive commissions.<\/li>\n<li>\u2022 Problem-solving workshops<\/li>\n<li>\u2022 Public decision-making.<\/li>\n<li>\u2022 Mass action<\/li>\n<\/ul>\n<p><a href=\"http:\/\/www.inclusivepeace.org\/sites\/default\/files\/IPTI-UN-Women-Report-Making-Women-Count-60-Pages.pdf\" target=\"_blank\" rel=\"noopener\"><strong>Read the full report<\/strong><\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Fifteen years after the adoption of the landmark UN Security Council Resolution 1325, women remain significantly underrepresented in peace and transitional processes.
