For decades, though, a growing movement of Palestinian and Israeli women has not only envisioned a peaceful coexistence, but also demanded it.<\/p><\/div><p>Just three days before Hamas\u2019s Oct. 7, 2023, attack, thousands of women from two peacebuilding groups gathered at Jerusalem\u2019s Tolerance Monument for a rally and march. Israelis from\u00a0<a href=\"https:\/\/www.womenwagepeace.org.il\/en\/\" target=\"\">Women Wage Peace<\/a>\u00a0carried blue flags, and Palestinians from\u00a0<a href=\"https:\/\/womensun.org\/about-women-of-the-sun\/\" target=\"\">Women of the Sun<\/a>\u00a0flew yellow ones.<\/p><p>Members of the two groups traveled to the Dead Sea\u2014believed since ancient times to have healing qualities\u2014and set a table. Women from both sides pulled up chairs as a symbol of a good-faith resumption of negotiations to reach a political solution.<\/p><p>&#8230;<\/p><div class=\"bolded-first-line\"><p>Ensuring women\u2019s participation isn\u2019t about equity or fairness or a show of inclusion. It\u2019s about winning the peace.<\/p><\/div><div id=\"adPlaceholder-0\" class=\"in-article-dynamic-ad\" aria-hidden=\"true\">\u00a0<\/div><p>In 2014, Laurel Stone, then a researcher at Seton Hall University,\u00a0<a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=2485242\" target=\"\">conducted<\/a>\u00a0a quantitative analysis of 156 peace agreements over time. She found that when women are decision-makers\u2014serving as negotiators and mediators\u2014the probability of an agreement lasting at least two years increased by 20 percent. The probability of the agreement holding for 15 years\u00a0<a href=\"https:\/\/wps.unwomen.org\/index.html\" target=\"\">increased<\/a>\u00a0by 35 percent.<\/p><p>Many studies show that women tend to be more collaborative, more focused on social issues over\u00a0<a href=\"https:\/\/cawp.rutgers.edu\/gender-gap-public-opinion\" target=\"\">military issues<\/a>, and less likely to\u00a0<a href=\"https:\/\/royalsocietypublishing.org\/doi\/full\/10.1098\/rspb.2006.3606\" target=\"\">attack<\/a>\u00a0those who hold differing views. With women at the table, the potential for\u00a0<a href=\"https:\/\/royalsocietypublishing.org\/doi\/full\/10.1098\/rspb.2006.3606\" target=\"\">risk-taking behavior<\/a>\u00a0and attacks on perceived enemies may be lower. In diverse teams, decisions are more likely to be based on\u00a0<a href=\"https:\/\/hbr.org\/2016\/11\/why-diverse-teams-are-smarter\" target=\"\">facts<\/a>\u00a0than assumptions.<\/p><p>While men are more likely to be fighters in war, the work of holding families and communities together more often falls to women, and according to some studies, it\u2019s women who more frequently\u00a0<a href=\"https:\/\/www.goodreads.com\/en\/book\/show\/12402603\" target=\"\">stand up<\/a>\u00a0for a return to negotiations, civilian protection, and an end to violence.<\/p><p>\u201cWe learned from the cases of Northern Ireland and Liberia,\u201d Yael Braudo-Bahat, the co-director of Women Wage Peace, told\u00a0<em>Foreign Policy<\/em>. Women\u2019s active participation greatly strengthened these peace and recovery processes.<\/p><p>&#8230;<\/p><p>In Israel and Gaza, women will need to play an important role in the implementation of any new accord between Israel and Palestine, Braudo-Bahat said. Her organization\u2019s partnership with its Palestinian counterpart, Women of the Sun, has remained steadfast, even after learning that her co-founder, Vivian Silver, 74, was murdered by Hamas on Oct. 7.<\/p><p>\u201cWe continue our plans\u2014we work together, and we don\u2019t hide it,\u201d she said. \u201cIt might be dangerous to the Women of the Sun, but they are so courageous.\u201d<\/p><p>Although many Palestinians want peace, for others, \u201cpeace is normalization,\u201d a member of Women of the Sun wrote to\u00a0<em>Foreign Policy<\/em>\u00a0via WhatsApp, choosing to go by the initials M.H. to preserve her anonymity and safety. Some Palestinians think that \u201cit\u2019s something shameful to be dealing with Israel,\u201d she added, because it could imply that the Israelis\u2019 treatment of, and policies toward, Palestinians are tolerable.<\/p><p>\u201cI believe we should actively engage and collaborate, even if some label it as normalization,\u201d M.H. said. \u201cI am committed to working toward a better future for us.\u201d<\/p><p>&#8230;<\/p><p>Women\u2019s groups are more likely to be effective during negotiations and during the implementation of recovery programs when they have access to external funding. During the peace process between Sudan and South Sudan, for example, South Sudanese women were\u00a0<a href=\"https:\/\/www.un.org\/shestandsforpeace\/sites\/www.un.org.shestandsforpeace\/files\/womens-experiences-in-the-south-sudan-peace-process.pdf\" target=\"\">highly mobilized<\/a>\u00a0as delegates, but some had to pause their involvement so they could go back to earning money.<\/p><p>In addition to funding, democratic countries have a role to play by insisting on women\u2019s participation in negotiations, said M.H. of the Women of the Sun. She and other peacebuilders say that the United States and the United Nations should be more active in promoting women as counterparts, negotiators, and experts.<\/p><p>\u201cBy will, things can
